The Disaster Mitigation Act of 2000 requires that local governments receiving federal disaster mitigation funds have a mitigation plan that describes the process for identifying hazards, risks, and vulnerabilities, identifies and prioritizes mitigation actions, and encourages the development of official mitigation. The Federal Emergency Management Agency (FEMA) defines mitigation as "sustained action taken to reduce or eliminate long-term risk to people and their property from hazards and their effects." Mitigation planning is a collaborative process whereby hazards affecting the community are identified, vulnerability to hazards is assessed, and consensus is reached on minimizing or eliminating the effects of these hazards.

The Local Hazard Mitigation Plans are intended to guide communities in reducing adverse impacts from natural and human-caused hazards.

This plan has been designed to assist the City in reducing risk from hazards by identifying resources, information, and strategies for risk reduction while helping to guide and coordinate mitigation activities throughout the City.
