The City establishes Commissions and Advisory Boards to make recommendations to the City Council on matters within the City’s jurisdiction. The Council, at its discretion, may establish Task Forces or Working Groups to advise the Council on specific issues.
The City established a Code of Conduct for Elected and Appointed Officials to define the role of elected and appointed officials (members of the City Council and its subsidiary Commissions and Boards, collectively “City officials” or “officials”) in the governance of the City. This Code consists of policies and implementing rules intended to advance the City’s goals of providing efficient and high-quality services to its residents and providing a safe and productive work environment for its employees. Each Commission, Advisory Board, and the Social Justice Task Force has individuals that are direct appointees; meaning they are directly appointed by an individual Councilmember. They serve at the pleasure of the appointing Councilmember and may be removed by that Councilmember at any time.
Each Commission, Advisory Board, and the Social Justice Task Force has individuals that are at-large appointees; meaning they are appointed by a majority vote of the City Council. Such members may be removed by a majority vote of the City Council; provided, however, that no member of the Commission may be removed prior to March 1st following any municipal election.

Additionally, a person holding a position on a City Commission or Advisory Board is required to obtain formal AB 1234 Ethics and Sexual Harassment Training upon appointment and every two (2) years thereafter. City Commissioners are also subject to the City’s Conflict of Interest Code and are required to complete Statements of Economic Interest (Form 700’s). Appointed officials are also required to attend additional trainings as required by the City Clerk's Office and/or the City Attorney's Office.
