The City establishes Commissions and Advisory Boards to make recommendations to the City Council on matters within the City’s jurisdiction. The Council, at its discretion, may establish Task Forces or Working Groups to advise the Council on specific issues.

The City established a Code of Conduct for Elected and Appointed Officials to define the role of elected and appointed officials (members of the City Council and its subsidiary Commissions and Boards, collectively “City officials” or “officials”) in the governance of the City.  This Code consists of policies and implementing rules intended to advance the City’s goals of providing efficient and high-quality services to its residents and providing a safe and productive work environment for its employees. You may also access other policies and guiding documents for appointed officials such as the City's AB 1234 Policy, AB 2449 Policy, the Ralph M. Brown Act, and others here.

Each Commission, Advisory Board, and the Social Justice Task Force has individuals that are direct appointees; meaning they are directly appointed by an individual Councilmember. They serve at the pleasure of the appointing Councilmember and may be removed by that Councilmember at any time.

Each Commission, Advisory Board, and the Social Justice Task Force has individuals that are at-large appointees; meaning they are appointed by a majority vote of the City Council.  Such members may be removed by a majority vote of the City Council; provided, however, that no member of the Commission may be removed prior to March 1st following any municipal election.
