The following programs offer utility discounts for qualifying households:

California LifeLine is a state program that provides discounted home phone and cell phone services to eligible households. 

L.A. DEPT. OF WATER AND POWER

LA Dept. of Water and Power offers various financial assistance and discount programs to qualifying households including a Low-Income Home Energy Assistance Program (LIHEAP), a Senior Citizen/Disability Lifeline Rate, and a Life Support Equipment Discount Program.

SOUTHERN CALIFORNIA GAS

Southern California Gas Company offers various assistance programs including California Alternative Rates for Energy Program (CARE) which offers a 20-percent discount to eligible customers on their monthly natural gas bill; Low-Income Home Energy Assistance Program (LIHEAP), a federally funded energy assistance program that may help you pay your utility bill if you're income-qualified; and Medical Baseline Allowance Program provides additional natural gas at the lowest baseline rate for individuals with a serious health condition.

Southern California Electric offers various assistance programs including California Alternate Rates for Energy (CARE) and Family Electric Rate Assistance (FERA) which provide monthly discounts on electric rates for low-income household relief; the Medical Baseline Allowance Program offers financial assistance to those who require powered medical equipment.

Energy Savings Assistance Program (ESA) is designed to help consumers conserve energy and save money. Income-qualified customers may be eligible to receive energy-efficient appliances at no charge or at a minimal charge. If qualified, SCE covers the costs of new energy-efficient appliances, including installation.

Alliance for Housing and Healing provides financial support to persons living with HIV/AIDS to pay for rent, utilities, and pharmaceuticals.

Low-Income Home Water Assistance Program (LIHWAP) assists eligible households in paying their water, wastewater bills. LIHWAP offers a one-time payment assistance on your water bill up to $2,000 and has the same eligibility as LIHEAP criteria.

Low Income Home Energy Assistance Program (LIHEAP) offers income-eligible residents of Los Angeles County a credit to their utility bill. HEAP is available for people who purchase energy from the LA Department of Water & Power (LADWP), Southern California Edison (SCE), or the Southern California Gas Company.
