If Your Vehicle Has Been Towed
Vehicles towed under the authority of West Hollywood Parking Enforcement may be claimed 24 hours a day, 7 days a week at Hollywood Tow Service, 1015 N. Mansfield Avenue, Los Angeles, CA 90038. (323) 466-5421.
Contesting a Vehicle Impound
If you dispute that the officer who towed your car had reasonable cause to do so, you may request a hearing within 10 days after the date the Notice of Stored Vehicle was deposited in the U.S. Mail (CVC 22852). To request a hearing to contest the impound of your vehicle, contact the West Hollywood Parking Enforcement Office at (323) 650-6757 or by emailing office@wehoparkingenforcement.org.
Setting a Date for the Hearing
If the vehicle remains impounded when you request the hearing, you have the right to a hearing within 48 hours from the time you make the request. Unfortunately, you cannot request a particular time for the hearing within those 48 hours. The time is determined based upon the availability of a hearing examiner, a conference room, and the officer who impounded your vehicle (if you invoke the right to have the officer appear at your hearing). City Staff will contact you with the time and date for the hearing.
If you have already retrieved the vehicle, a hearing will be set for a time and date not later than 30 days from the date you request the hearing. You may inform parking enforcement staff of a preference for a morning or afternoon hearing and any preferred days of the week you would like the hearing scheduled. The Legal Services Division will try to accommodate your request. You will receive notice of the time and date of the hearing in the mail to the address you provide to parking enforcement staff.
After the Hearing
The hearing examiner does not make a decision at the hearing; you will be mailed a written decision no later than fifteen (15) days after the hearing.
If you are not satisfied with the outcome of the hearing, your recourse is to file a claim with the City Clerk. If you have any questions about filing the claim form, please contact the City Clerk's Office at (323) 848-6409.

Disabled Parking
With a properly displayed disabled placard or disabled license plate (including one issued by a different state or country) you may park in any of the following zones, so long as the person to whom the placard is issued is being transported:
- Blue zones
- General metered parking zones without paying
- Green zones
- Residential Permit Parking areas
- Areas with posted time limits
However, a disabled placard does not allow you to park in the following times or places:
- No-parking, no-stopping or other red zones
- During street-cleaning hours
- During posted commercial loading hours (look for signs, yellow curb, or yellow or red meters)
- During posted passenger loading hours (look for signs or white curb)
- During posted no stopping tow-away hours
- For more than 72 hours in any space.
A disabled placard does NOT exempt the vehicle from all other citation and/or tow-away rules and restrictions.
Disabled Placard Audits
In order to improve parking accessibility and reduce the incidence of fraudulent use of disabled placards, the City of West Hollywood actively enforces State regulations that require individuals to carry the DMV identification card issued with their disabled placard.
From time to time, drivers may be approached by Parking Enforcement personnel or DMV officials seeking to validate a disabled parking placard. Motorists who fail to provide the required identification card will have the displayed disabled placard confiscated and may result in a $500 parking fine for misuse. Motorists who receive a parking citation for misuse and have their placard confiscated may retrieve the placard and have the penalty reduced to a $25 administrative fee by presenting the correct DMV identification to the City’s parking enforcement office within 21 days. If the citation is not contested, the registered owner of the vehicle is liable for the original fine, and the placard will be reported as fraudulent and removed from circulation.
