The purpose for these guidelines is to provide uniform and consistent policy for the issuance of Encroachment Permits for attachment of special occasion banners to street light poles located within the public right of way.
- A revocable Encroachment Permit must be issued by the City Engineer prior to authorization for attachment of banners onto street light poles.
- The City Engineer manages a master calendar to track scheduling of locations for street light pole banners. Encroachment Permits are issued to applicants on a first-come, first-serve basis.
- Application for an Encroachment Permit [PDF] for banners shall be made on the City's standard application form [PDF].
- Banners shall only be attached to street light poles located on commercial thoroughfares.
- No applications for Encroachment Permits to install banners within the Avenues of Arts and Design (Melrose Avenue, Beverly Boulevard, San Vicente Boulevard, and Robertson Boulevard) or Sunset Boulevard Improvement District may be approved without prior authorization by the BID. A letter stating this authorization shall be included with the applicant's submittal of the Encroachment Permit Application.
- Banners shall not be displayed for more than thirty (30) days before and not more than five (5) days after the period during which the proposed special occasion takes place.
- Only Vertical Panel type of banners shall be attached to street light poles.
- No banners shall be strung across roadways, or between street light poles.
- Banner size shall not exceed 18 square feet.
- Only one Vertical Panel banner shall be attached to each street light pole.
- Only banners announcing events within the community of a general civic and public nature shall be permitted except by formal approval of the City Council.
- A minimum of 75% of the Banner area must be dedicated to artwork or text describing or publicizing the community event and will contain no reference to commercial sponsorship. The advertising area (sponsor name, logo, and information) should be limited to no more than 25% of the street pole Banner area. Letter size within the advertising area may be no larger than 3/4 the print size utilized in the Event publicity area.
- Banners identified to be in violation of this rule shall be removed, with the cost to be billed to the Permittee.
