The City of West Hollywood has four direct benefit assessment Districts that are included on property tax bills. An Assessment District is a special financing district formed by a local government agency (e.g., county, city, water district, etc.) and includes properties that will receive direct benefit from the construction or maintenance of public improvements. The most common types of public improvements financed by direct assessments include roads, sidewalks, sewer facilities and water facilities.
These assessments are apportioned by formulas or methods that fairly distribute the costs among all the assessable lots or parcels in proportion to the estimated benefit that the parcel receives. For more information, on each assessment, click the link below for the City's Engineer report.

Change of Mailing Address
Pursuant to CAL. GOV. CODE § 53755(a)(3) , the City of West Hollywood must mail notices to the property owners mailing address recorded by Los Angeles County and used on the last tax bill. Santa Monica Blvd Direct Benefit Assessment
In 1998, the City Council of the City of West Hollywood completed proceedings for the formation of an assessment district to fund certain improvements of benefit to the properties of the District. The boundaries of the District are shown on a map entitled Assessment Diagram, Santa Monica Boulevard Maintenance District, City of West Hollywood, which is on file with the City Clerk of the City of West Hollywood.

Sewer Maintenance Direct Benefit Assessment
In 1997, the City Council adopted the method of calculation of the charge for sewer service within the City by land use codes and parcel area. Each land use type is associated with an average daily sewage flow generation rate, which was prepared by Boyle Engineering Corporation as part of the City's Comprehensive Master Sewer Plan. The City annually collects sewer service charges on the tax roll, pursuant to Chapter 15.12 of Article 1 of Title 15 of the City’s Municipal Code.

Solid Waste & Recycling Direct Benefit Assessment
In accordance with Title 15, Chapter 48 of the City of West Hollywood Municipal Code, the City , the City Council levies an annual assessment for solid waste and recycling services for all residential parcels in the City. The City contracts with a private company for the solid waste collection and recycling services. Under the contract, the collection and recycling rates paid by the City to the contractor are set at a fixed rate per unit per year. Parcels with five or more units are assessed for the City's administration fee. Residential parcels with four or fewer units are assessed for solid waste, recycling/organic services and the City's administration fee.

Street Maintenance Benefit Assessment
In 1996, the City Council established an assessment district to finance maintenance and operation expenses for streets. The City Street Maintenance assessment is apportioned by a formula that fairy distributes the costs among all assessable parcels by land use codes and parcel area. Each land use code is associated with a traffic generation factor that is used to determine the average daily vehicle trip generation rates and is assembled by the Institute of Transportation Engineers.
