The Property Development Division (PDD) oversees large municipal residential and commercial projects; developing and managing the City’s real estate portfolio through strategic real property acquisition and disposition; and managing complex joint development projects. The PDD team also manages the Affordable Housing Trust Fund, which provides acquisition, construction and permanent financing for the development and preservation of affordable rental housing in the City and collaborates with the Rent Stabilization Division to oversee the City’s inclusionary housing program.
City-Owned Sites Development Priorities
The City does not intend to sell any of these properties and instead, anticipates working with a development partner to create specific development outcomes subject to conformance with the State’s Surplus Lands Act, in line with the City’s goals in a public private partnership and utilizing ground leases as a mechanism for these partnerships. The City does not currently have any active RFPs.

Past Work
The Ellis Act and City-Owned Properties
The City Council directed staff, in May 2024, to develop a City policy restricting the City of West Hollywood, itself, from utilizing the Ellis Act to remove units from the housing market in residential properties acquired by the City, thereby displacing tenants. The City of West Hollywood has approved a Resolution with a values statement expressing that the City of West Hollywood is committed to preserving existing affordable housing, increasing the overall supply of affordable housing, and expanding tenant protections. In the City’s continued efforts to address the affordable housing crisis and protect vulnerable tenants, the City is committed to limiting the use of the Ellis Act for properties acquired with City funds, or for properties owned by or donated to the City.
