Overview

The Neighborhood and Business Safety (Code Enforcement) Division encompasses three functions: Code Enforcement, Business Licensing and Permits, and Animal Care and Control.

The Animal Care and Control function is managed through a contract with the County of Los Angeles. The Division provides comprehensive regulatory oversight in order to protect and enhance public health and safety and maintain the City’s Municipal code standards. By means of information, education, and the Administrative Remedies Program, the Division ensures compliance with provisions of the City’s Municipal Code including but not limited to zoning, neighborhood preservation, business license, noise, solid waste, anti-smoking, National Pollutant Discharge Elimination System (NPDES), property maintenance, short-term rentals, and public right-of-way ordinances.            

The Division oversees extended hour construction permits, valet parking sign and meter encroachment permits, outdoor dining encroachment permits, special event permits, and the regulatory business license program which includes application processing, license issuance, records management, compliance inspections. and public hearings before the Business License Commission, City Council, and other Boards/Commissions.

It is the primary goal of the Division to maintain the City’s unique urban balance with emphasis on neighborhood livability by recognizing diverse and competing interests and working to find balance and provide collaborative public safety by promoting traditional and non-traditional approaches.

The Neighborhood and Business Safety (Code Enforcement) Division mission is to:

  • Maintain and preserve the integrity of the West Hollywood community
  • Encourage residents and businesses to preserve the appearance and value of their properties while promoting public safety
  • Develop successful relationships with residents and businesses to instill pride and continue to improve the quality of life in the community
  • Ensure compliance with State and City Municipal codes and regulations while providing excellent service to residents and businesses

CodeEnforcement

Code Enforcement 

Code Enforcement is a function of the Neighborhood and Business Safety (Code Enforcement) Division and is responsible for enforcing all provisions of the City’s laws and ordinances governed by the Municipal Code.

Business Licensing and Permits

The issuance and renewal process of regulatory business licenses and permits is a function of the Neighborhood and Business Safety (Code Enforcement) Division. This includes processing business licenses, extended hours construction permits, special event permits, valet parking sign and meter encroachment permits, and outdoor dining encroachment permits.

Animal Care and Control

Oversight of Animal Care and Control contracted services is a function of the Neighborhood and Business Safety (Code Enforcement) Division. The County of Los Angeles Department of Animal Care and Control provides these services to the West Hollywood community.
