What is the Clean Power Alliance?
Clean Power Alliance, formerly known as Los Angeles Community Choice Energy (LACCE), is a Community Choice Aggregation (CCA) program and non-profit entity, formed through a Joint Powers Authority (JPA) made up of the participating public agencies. This program will provide customers a greener, renewable electricity option. California law allows local governments that become members of a CCA to select the source and the price of the electricity consumed by their residents and businesses. In September 2017, the City of West Hollywood joined the Clean Power Alliance, which includes more than 30 member jurisdictions in Los Angeles and Ventura Counties. Through the Alliance, all power customers in West Hollywood have the opportunity to obtain cleaner power from renewable energy sources at a competitive price.
What is Community Choice Aggregation (CCA)?
Community Choice Aggregation (also known as Community Choice Energy) is a way for government agencies to buy and/or generate cleaner electricity for residents and businesses. CCA creates a partnership between the municipality and the existing utility provider, giving local governments the option to purchase up to 100% renewable electricity – such as solar, wind, bioenergy, geothermal, and hydroelectric – at competitive rates and helping communities achieve their climate action goals. The participating municipality can buy power from cleaner sources than offered by the existing utility (e.g. Southern California Edison or SCE), while still working with SCE to deliver energy to customers.
What options do residents and business have under the Clean Power Alliance?
As part of the City's commitment to protecting the environment and building resiliency, the West Hollywood City Council selected 100% Green Power as the default option for the community in February 2018. This option provides 100% renewable energy. The City of West Hollywood’s residents and businesses are automatically enrolled into the default renewable energy tier selected by the City. However, understanding the diverse needs of our community, if you decide 100% Green Power is not the best fit, you can change your service by selecting one of Clean Power Alliance's other two rate options: Lean Power (36% renewable energy content) or Clean Power (50% renewable energy content. What are the impacts to the City’s residents and businesses?
Business and residential customers will automatically be enrolled at the 100% tier unless individual customers opt-down to either Tier 1 or 2, or opt-out of the program and remain with Southern California Edison.
Before automatic enrollment into the program begins, prospective Clean Power Alliance customers will receive two written notices in the mail from the CPA Authority that will explain the program’s goals, terms, and conditions and how customers can opt-up, opt-down, or opt-out of the program. These notices will be sent respectively at approximately 60 days and 30 days prior to automatic enrollment. After transfer of service, two additional notices will be sent to CPA customers (at 30 and 60 days after enrollment), notifying them again of the shift from Southern California Edison to CPA, the program details, and the ability to opt-out. Following 60 days after enrollment, a small service charge will be applied to any customer wishing to opt-out. Please see Clean Power Alliance's Frequently Asked Questions for more information.
What changes and what stays the same?
When will the Clean Power Alliance phase in customer accounts in West Hollywood?
The Clean Power Alliance will begin serving customers through a multi-phase enrollment period. All LA County facilities began enrollment in February 2018. The cities of Rolling Hills Estates and South Pasadena as well as the unincorporated portions of LA County will phase in all nonresidential customers in June 2018. The City of West Hollywood and several other jurisdictions will begin auto-enrollment for their customers in early 2019. The City will notify account holders prior to the auto-enrollment period commencing.Does Clean Power Alliance offer special energy rebate programs and/or bill assistance?
Yes, almost all Southern California Edison programs will still available to Clean Power Alliance customers. Furthermore, the Clean Power Alliance will offer separate programs for its customers in addition to the existing programs offered by Southern California Edison. City Actions on CCA
- November 16, 2020 -- The City Council received an update on new and ongoing CPA activities.
- December 3, 2018 - The City Council received an update on Southern California Edison's 2019 Energy Resource Recovery Account (ERRA) filing and its impact to customers in West Hollywood and the Clean Power Alliance.
- October 1, 2018 - The City Council received a general update on the status of the default renewable energy tier rates.
- February 20, 2018 – The City Council selected the 100% default renewable energy tier to serve the City of West Hollywood. Business and residents will automatically be enrolled at the 100% tier, but also have the choice to opt-down to a lower default tier with the Alliance or to opt-out of the program and remain with Southern California Edison.
- September 18, 2017 – The City Council approved an enabling ordinance and the Joint Powers Agreement to join the Clean Power Alliance and appointed a regular director and two alternates to serve on the Clean Power Alliance Board on behalf of the City.
- August 7, 2017 – The City Council received presentations from representatives of the Clean Power Alliance and South Bay Clean Power on their respective CCA programs and directed staff to return in September with an item to move forward with the enabling ordinance and final JPA for the Clean Power Alliance.
- February 21, 2017 – The City Council received a general update on the status of two local CCA options: Clean Power Alliance and South Bay Clean Power.
- August 3, 2015 – The City Council adopted a resolution to participate in a financial and technical feasibility study to assess the costs, benefits, and risks associated with developing a Community Choice Aggregation (CCA) program, also known as Community Choice Energy (CCE).

For those experiencing hardship or in need of bill assistance during COVID-19, please call the Southern California Edison customer service line at: 800.655.4555. The following programs are currently available:
- Payment Plan Assistance: Payment plans are available for all customers economically impacted by COVID-19.
- Grant Assistance: Low-income customers - i.e., those who are on CARE rates - are eligible for up to $100 of grant assistance to pay their bills.
- Streamlined Bill Assistance Signups: Customer eligible for CARE/FERA rate assistance programs can complete an application online at https://www.sce.com/apps/iqp
