Earthquake/Seismic Safety – Protecting Renters and Rent Stabilized Housing
Caring for our residents and protecting rent stabilized housing are top priorities for the City of West Hollywood. We are densely populated with many older apartment buildings that are not retrofitted to withstand large earthquakes. That is why the City has developed a mandatory seismic retrofit ordinance. Retrofitting existing rent stabilized buildings will protect the safety of our residents and help minimize damage to our housing stock.
Currently, landlords are able to file for a rent increase if building operation costs, including costs for retrofitting, exceed rent collected. The City is seeking input for alternatives such as a limit on the increase similar to the $6 a month pass-through for registration fees. Currently, the City of Los Angeles caps seismic retrofitting pass throughs at $38 a month, limited to 10 years. Financial hardship waivers could be possible. Please join us for a conversation on determining any allowable amount of pass through of costs to tenants.
