Fair Housing and Accessibility
The following links provide information on accessibility requirements from the Federal government and State of California.
- Federal Fair Housing Act - The Assistant Secretary for Fair Housing and Equal Opportunity (FHEO) administers and enforces major legislation that ensures equal access to housing, guarantees equal opportunity in all HUD programs and prohibits, to a limited extent, discrimination in employment with respect to HUD programs. Basic components of the Office of Fair Housing and Equal Opportunity can be found at this link.
- Federal Americans with Disabilities Act (ADA) - The ADA prohibits discrimination based on a person's disability in employment, State and local government programs, private and non-profit businesses (referred to as public accommodations), commercial facilities, transportation, and telecommunications.
- California Accessibility Act - California and Federal regulations provide a comprehensive set of standards covering almost all important areas of accessibility for persons with physical and sensory disabilities. California's Building Standards Codes (Physical Access Regulations) are found in Title 24 of the California Code of Regulations (CCR), and are designed to comply with the requirements of the Americans with Disabilities Act (ADA) and State statutes.

Tenant Resources: Eviction of Nonpayment of Rent - This booklet contains general information for tenants who lost or are about to lose their homes due to loss of income. The information provided includes the rights and responsibilities of tenants, notice of eviction for nonpayment of rent, how to answer an eviction notice, notice of rent increases, what to do if tenants fall behind in rent, eviction process, unlawful detainers, how to get free legal help, things to do if tenants are evicted, what tenants can do to end homelessness, and resources for food, shelter, and money.

Limitations on Penalties in Rent Stabilized Jurisdictions
California Housing Laws
- State Density Bonus. Also referred to as "SB1818", this law requires jursidictions to grant a housing unit bonus if a new multi-family residential project includes housing reserved for households earning very-low, low, or moderate incomes.
- Housing Elements. The housing element is one of the seven mandated elements of the City's General Plan. Housing element law, enacted in 1969, mandates that local governments adequately plan to meet the existing and projected housing needs of all economic segments of the community.
- Housing Accountability Act. The California State Government Code Section 65589.5 provides that the lack of housing is a critical problem that threatens the economic, environmental, and social quality of life in California.

Properties subject to the Annual General Adjustment of Rents (AGA)
All multi-family properties built before July 1, 1979 and any tenancy that began before January 1, 1996 in a single family home or condominium built before July 1, 1979 are subject to the full requirements of the City's rent stabilization ordinance, including limited annual rent increase, required minimum maintenance standards, and eviction protections.

The City of West Hollywood requires a percentage of new residential housing units to be reserved for lower and moderate income households.

This code is used by the city as one means of meeting its commitment to encourage housing affordable to all economic groups, and to meet its regional fair share requirements for the construction and rehabilitation of housing affordable to lower and moderate income persons.
